The Senior Project Manager, Land Development will oversee all aspects of development for assigned residential projects, with a focus on the Greater Toronto Area. The Development Manager will manage a range of development and design-build projects, with a concentration on residential development. They will participate in all aspects of development but will play a lead role in the due diligence, site planning, stakeholder engagement, municipal approvals, and building permit processes.
Responsibilities:
- Manage the planning and development approvals process, including the preparation, submission, and management of applications for development approvals, coordinating with different stakeholders, as necessary.
- Lead and coordinate both site plans and subdivision projects from the development of preliminary concepts through detailed design and construction.
- Manage the building permit process, including preparation, submission, review, issuance, and inspection, where applicable.
- Source, retain, coordinate, and manage project consulting teams for due diligence initiatives, development applications, building permit applications, and other initiatives
- Prepare, review and track project budgets, as applicable.
- Prepare, review and track project schedules (with a focus on approvals and permits.
- Liaise as owner’s representative with regulatory/approvals authorities and other stakeholders, through the development approvals process.
- Monitor and research applicable issues such as provincial/municipal policies, precedent projects and approvals, market trends, and development levies, and provide status updates as applicable.
- Conduct field inspections, investigate project concerns, and organize on-site meetings to evaluate and solve site issues.
- Travel, conduct site visits, participate in and/or present at public and stakeholder meetings, as required.
Requirements
- Minimum 10+ years’ experience in design and management of land development projects.
- Bachelor of Civil Engineering or proven development experience with servicing and construction to overlay with a planning background is a must (M. Eng. or P.Eng Preferred)
- 5+ years of industry experience, with significant municipal approvals experience in the Greater Toronto area and beyond (particularly in Peel Region, Halton Region, York Region and/or Hamilton)
- Thorough understanding and ability to navigate and obtain municipal approvals such as Official Plan Amendments, Zoning Amendments, Committee of Adjustment, Draft Plan of Subdivision and Part Lot Control
- Strong understanding of the regulatory framework for planning and development in Ontario
- Must be able to work independently, while keeping lines of communication open with the leadership team and key partners
- Strong project management skills, including creating and managing schedules and budgets, and managing consultant teams.
- A full understanding of the Land Use Approval process and roles.
