Senior Project Manager Specialist: IT and Cyber Security

49 Solutions is seeking a Senior Project Manager with an established career in managing IT and Cyber Security projects. This opportunity is a response to a Request for Proposal for a contracted opportunity working for the Bank of Canada.

The position is under the direction of Assist Director, Cyber Monitoring and Response Portfolio and involves the following tasks:

• Participate with various technical teams to deliver objectives and monitor, track, and report on status and metrics of each initiative, as well as coordination across both Cyber and ITS teams.

• Assist team with project management aspects of the planning and implementation of initiatives under the Monitoring and Response portfolio to meet business requirements in a secure manner

• Work with team to develop and maintain program/project plans, status dashboard, draft risk register and obtain required approvals

• Work with the team to develop other project management related deliverables as required by the project team (governance model, implementation plan, transition approach and plan, monthly updates, etc.)

• Work with Bank resource managers to identify appropriate and organizing the collaboration of other teams

• Provide support relating to program/project change requests

• Provide regular status reports to Bank management and program sponsors

• Monitor project risks, issues, and interdependencies while delivering defined scope and work plans within defined quality, timeframes, and project budget

• Collaborate with Bank stakeholders and business partners to ensure understanding of client needs and support effective resolution of client inquiries and concerns

• Assist with daily scrum meetings to provide guidance to the Bank technical teams to identify and prioritize deliverables

• Work with the team to coordinate and facilitate cross functional initiatives across ITS to meet departmental objectives

• Provide project management expertise for all project activities by working with stakeholders, project team members and groups across the Bank, using proven project management best practices and methodologies as well as SCRUM principles

• Other related activities and deliverables, as required

Additional Requirements:

1. The Bank health and safety policies require that all individuals entering Bank premises or working onsite at the Bank must be fully vaccinated against COVID-19 with vaccines approved for use in Canada. The Consultant will be required to provide proof of vaccination prior to entering Bank premises.
2. The Consultant(s) may need to have a computer or laptop that meets the following specifications in order to access Bank systems and applications remotely as required:

• Windows 10 with version 20H2 or later or a Windows 11 device

• Rights to install software required for Azure Virtual Desktop

• Available USB A port

• Highspeed internet connection

1. The Consultant(s) must have a smartphone which can support the Microsoft Authenticator application and appropriate Wi-Fi or cellular connectivity as it will be required for second factor verification to gain access to Bank applications.

Requirements

Required for the job:

• University degree or college diploma in computer science, engineering or business administration or a related field

• A minimum of ten (10) years of experience in the field of information security and IT

• A minimum of ten (10) years of demonstrated experience as a Senior Project Management Specialist in overseeing a project team for the definition and implementation of cyber security solutions in a complex environment

• A minimum of three (3) years of demonstrated experience working as ScrumMaster • Demonstrated application of Project Management Body of Knowledge (PMBOK) principles and methodology in project

• Demonstrated ability to translate business needs into application solutions

• Demonstrated ability to write clear and concise documents for a technical audience

• Demonstrated experience in facilitation and problem resolution

Additional Qualifications:

• SCRUM Master Certification

• PMP Certification

• Must be able to meet the Bank’s Secret Clearance requirements

• Demonstrated experience in project management methodologies and approach

• Demonstrated experience in establishing effective and collaborative working relationships with key stakeholders

• Demonstrated experience with overseeing Security Information and Event Management (SIEM) projects or Cloud projects (Microsoft Azure) will be considered an asset

• French will be considered an asset
