Job Description

We're looking for a talented Development Manager to join our Strategic Partnerships and Development team and play a pivotal role in advancing TLC's Modernization Strategy. This newly created position is all about making a real impact!

As Development Manager, you will be at the forefront of developing strategies and recommendations. Your focus will be on seizing opportunities within our portfolio to deliver community building, create new capital funding options while safeguarding public assets. Plus, you'll be a key player in enhancing community and social value.

As our Development Manager, you'll be more than just an expert in your field; you'll be a highly motivated relationship builder. Your knack for fostering partnerships with school boards, government agencies, municipal entities, and various public and private stakeholders will be instrumental in creating a collaborative approach to public land redevelopment.

Your day-to-day responsibilities will be dynamic and engaging and will involve identifying key opportunities in the portfolio to managing site analyses, due diligence, and conceptual development plans. What you will do:

Creative Redevelopment Approach:
Advance a creative approach to the redevelopment of school lands by fostering collaborative partnerships.

Business Plan Preparation:
Manage the preparation of Business Plans, including strategy, schedules, and development budgets for each project in consultation with TDSB staff.

Site Analyses and Due Diligence:
Prepare and gather all background information related to site analyses and due diligence, including site servicing, environmental and geotechnical soil conditions, title status, planning approval issues, and community impacts and opportunities.

Consultant and Stakeholder Coordination:
Coordinate multi-disciplinary consultants and key stakeholders in the pre-development, engineering, design, entitlement, and development planning of projects.

Project Communications:
Provide project-related communications to Senior Management, Trustees, Boards, and internal and external partners, inclusive of reports and presentations to gain approval on project transactions, budgets, and program.

Market Research and Strategy:
Conduct in-depth market research and make recommendations on market strategy.

Legal Agreement Negotiation:
Assist in negotiating legal agreements required to lease, sell, or joint venture properties.

Project Implementation Support:
Work with partnering stakeholders through project implementation.

Equity, Diversity, and Inclusion:
Promote and support equity, diversity, and inclusion in all aspects of the project.

Representation and Advocacy:
Represent TDSB/TLC’s goals, values, and interests in all interactions with exterior partners, stakeholders, and other entities.

Requirements

What you will have:

Experience and Education:
A minimum of ten (10) years of progressive experience in real estate development, urban planning, or building design.

Completion of post-secondary education with a degree in Real Estate, Architecture, Urban Planning, Urban Geography, or any combination of education and experience deemed equivalent.

Knowledge and Familiarity:
Familiarity with local planning regulations.

Strong understanding of the development approval and planning processes with a solid development background.

Project Management and Presentation Skills:
Demonstrated excellent project management and presentation skills, with an emphasis on leading the development process directly.

Interdisciplinary Experience:
Experience working across disciplines, with a strong understanding of the development approval and planning processes.

Stakeholder Communication:
Demonstrated ability to work closely and communicate effectively with a wide variety of internal and external stakeholders to implement innovative and impactful strategies.

Ability to build relationships, forge partnerships, and work with diverse internal and external groups.

Financial Analysis:
Experience with developing and analyzing financial proformas and land appraisal fundamentals.
