Job Description

Basic Function:

Performs programming and analytical work related to improving the delivery of various Norfolk County service programs; recommends and develops changes regarding current operations and workflows, the impact of changes to current operations and workflows, and required policies and procedures to implement changes; serves as a technical expert for the development or modification of assigned programs or services; and performs other related duties as required. To support internal and external web sites as required, including front-end systems to Corporate/Departmental applications.

Position Description:

  • Assist with support and maintain all Corporate/Divisional applications.
  • Analyzes new and proposed systems/applications and determines potential impact on current operations; researches information from other division or agencies to help predict impact.
  • Developing specifications for designs to determine their feasibility, cost and required time to complete.
  • Formulating plans outlining steps necessary to develop programs, using accepted structure analysis and design.
  • Develop, test and documenting of developed applications and programs.
  • Assist with processing, object and data modelling in diverse database and application environments.
  • Works on a variety of special projects as assigned; on project-by-project basis.
  • Provide recommendations in the development, implementation and continuous evaluation of Corporate/Divisional solutions.
  • Provide technical support to the County’s internal Microsoft SharePoint Intranet website.
  • Report on project status, timelines and achieved goals to the Manager of Information Systems as well as to the project team.
  • Develop user support groups for County staff to keep informed of web enabled solutions and how they affect each Division/Department.
  • Provide on-going hardware/software support through the Information Technology Help Desk.
  • Provide backup support for all information technology functions.
  • Promote effective and appropriate use of information technology.
  • Monitors operation of County’s financial systems infrastructure which includes Diamond Municipal Systems, Great Plains Dynamics Financial System, WorkTech Service Management System and FMW Budget Systems ensuring that these systems are available to meet the accounting and reporting requirements of the County’s Departments / Divisions.
  • Maintain the complex integration of the systems comprising the Financial Systems Infrastructure guaranteeing the integrity of the information contained in these systems.
  • Researches and monitors the software and related systems services market to provide be up-to-date with current trends and provides recommendations to upgrade and improve the financial systems installed in the County.
  • Liaises with Departments / Divisions and IT in their selection of department-specific solutions to ensure proper integration with the County’s financial systems.
  • Participates internally and with external agencies to identify and implement best practices for the management and operation of the County’s Financial Systems.

Requirements

Knowledge and Education:

  • Bachelor’s degree and/or three-year post-secondary education in computer programming/science, or another field related to the work performed.
  • Knowledge in Active Service Page (ASP)/ Visual Basic (VB.NET), Java (J2EE), PHP, PLSQL, Transact-SQL programming.
  • Knowledge of Relational Database Management Systems (Oracle, MSSQL).
  • Knowledge of Web Content Accessibility Guideline (WCAG) 2.0.
  • Plus a minimum of five (5) years related experience.

Skills and Abilities:

  • Knowledge and experience with Microsoft SharePoint Server.
  • Knowledge and experience with Open Source Content Management Web solutions (I.E. WordPress, Joomla, etc.)
  • Knowledge and experience with Windows 10/2012/2016 and MS Office 2013/2016 and Office 365.
  • Expert level of knowledge and experience with application design, development and implementation of small to medium database projects.
  • Expert level of knowledge and experience data management methodologies, technologies and standards.
  • Ability to define and resolve complex technical problems in diverse information systems environments.
  • Demonstrate a willingness to commit the additional time and effort necessary during periods of heavy workload in order to meet project milestones, implementation deadlines and the like.
  • Effective communication skills, both oral and written.
  • High degree of personal integrity and interpersonal skills.
