Job Description


Sea to Sky Community Services (SSCS) is one of the largest non-profit organizations in the Sea to Sky Corridor, operating for over 42 years. We provide more than 41 programs that are building healthier communities in pursuit of our vision, for all individuals in the Sea to Sky Corridor to have opportunities to grow, develop and lead meaningful lives. This is a relatively new position in the agency. As a senior leadership position within the Society, the Director of Service Delivery reports directly to SSCS’s Executive Director. This an exciting opportunity to join the Senior Leadership team of one of BC’s most respected and established community service organizations.


Job Summary

The Director of Service Delivery is responsible for leading and managing the programs and services portfolio at Sea to Sky Community Services (SSCS). The Director ensures that programs and services are provided in alignment with the agency’s Vision, Mission, Values and Strategic Directives using a strength-based approach that promotes excellence in service delivery. The Director of Service is a contributing member of the Senior Leadership Team as well as the wider Management Team of the organization. The Director reviews existing programs and services and develops new programs based on identified need and available funding. The Director attends meetings in the community to promote SSCS and advocate for services as well as effectively liaises with funders, community partners and other stakeholders. This position plays a key role in promoting a positive, vibrant and healthy workplace culture.


Leadership and Organizational Management

  • Provides oversight for all programs and services including planning and development, operations and human resources.
  • Supports the overall growth and development of the service delivery portfolio in alignment with the agency’s Strategic Plan.
  • Provides timely program reports, information, updates, and briefing notes to the Executive Director and Board of Directors as required.
  • Leads program contract reviews and renewals.
  • Identifies and evaluates the need for new programs or to modify existing programs to ensure effectiveness and efficiency in service provision.
  • Develops funding proposals to access the financial resourcing required to enhance or implement new programs.


Financial Management

  • Prepares annual budgets for the Service Delivery portfolio in consultation with the Director of Finance and Associate Director of Service Delivery and reviews and follows up on reports of potential financial overruns and variances.


Human Resources Management

  • Ensures that all services and programs meet contractual obligations including staffing requirements.
  • Supervises, develops, and motivates the Associate Director and Program Managers, as assigned, to attain program goals and objectives; ensures effective planning and management; and ensures accountability.
  • Provides support as needed to Human Resources and Associate Director/Program Managers in the area of labour relations including: hiring, evaluation, discipline and discharge, conflict resolution, grievance resolution, arbitration and collective agreement negotiation.

Quality Assurance

  • Oversees quality assurance for the service delivery portfolio. Ensures that the delivery of programs and services is in compliance with funding contracts; all provincial, federal and municipal regulations; CARF accreditation; licensing requirements; and agency policies and procedures.

Requirements

Education/Previous Work Experience

  • A bachelor’s degree in the human/social service or related field.
  • Five years of extensive program and service development and implementation experience preferably in the social services or non-profit sector.
  • Or an equivalent combination of education, training, and experience.


Knowledge/Skills

  • Demonstrated in-depth working knowledge of community social service programs, services and resources as well as applicable legislation, regulations, and policies.
  • Experience with program planning, evaluation, development, and delivery.
  • Critical and analytical thinker.
  • Strong business acumen including sound knowledge of budgeting and resource allocation practises.
  • Demonstrated ability to find innovative ways to resolve problems.
  • Demonstrated leadership abilities including strong supervisory, conflict resolution, and team building skills.
