Job Description

Basic Function:

To undertake a variety of functions including conducting bank reconciliations on a timely basis, monitoring accounting processes, verifying general ledger accounts, debt and repayment schedules and trust accounts.

To assist in the annual preparation of the County’s Financial Statements and Financial Information Return.

Position Description:

  • Monitor accounting processes for the organization and verify that the assigned general ledger accounts are accurate
  • Respond to departmental requests for accounting information as it relates to accounts payable, journal entries, general ledger accounts, month end close off and related accounting policies and procedures
  • Read and interpret Canada Revenue Agency Notice of Assessments
  • Determine annual debt costs for annual operating budgets and prepare journal entries
  • Maintain record of debt and repayment schedules
  • Conduct bank account reconciliations, record adjusting bank entries, prepare transfers, EFT’s and other various banking duties, as well as identifying and correcting errors
  • Check bank transactions using online banking system
  • Provide departments with monthly financial reports and NSF reports
  • Maintain financial records for Trusts and Cemetery Perpetual Care
  • Assist with the preparation of annual financial statements, financial information returns and related working papers
  • Assist in the preparation of the Trust’s annual financial statements and returns
  • Assist in year-end accounting and auditors working papers
  • Prepare annual Council remuneration report
  • Verify that all information regarding Harmonized Sales Tax is complete and accurate and to complete monthly HST Rebate claims
  • Complete monthly revenue journal entries
  • Complete monthly import and posting of monthly procurement card entries
  • Assist with weekly cheque runs as needed.
  • Maintains corporate policies and processes for the management and operation of the County’s Financial Systems Infrastructure.
  • Perform other duties as assigned

Requirements

Knowledge and Experience:

  • Grade 12 plus an additional Community College program in business administration/accounting studies
  • Degree in business administration, accounting, commerce or related discipline would be considered an asset
  • A Professional accounting designation from the Chartered Professional Accountants Association or enrolment in the program would be considered an asset
  • Over three years, up to four years’ experience to be familiar with the scope of the position, preferably in a municipal setting

Skills and Abilities:

  • Computer expertise in corporate standard software (Microsoft Office Suite), including Excel at an advanced level and department specific software including, Microsoft Great Plains Dynamics (GP) and Smart Financial Information Return (FIR).
  • General knowledge of and experience with ERP or financial systems preferably Aptean municipal sector systems
  • Knowledge of accounting principles and understanding of municipal operations
  • Ability to work under pressure with constant interruptions, changing priorities and deadlines
  • Excellent oral and written communication skills
  • Valid Ontario driver’s license and access to a reliable vehicle
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act
