Job Description

JOB SUMMARY:

The Lead is responsible for supporting the Manager in delivering one or more project/program/operational plans. The Lead is also responsible for oversight of the delivery of the services to ensure value is being delivered and that there is a focus on continual improvement. As part of this role, the Lead acts as a subject matter expert and may take on more complex work in developing plans and deliverables, deploying resources, and interacting with key internal partners. Subject matter expertise includes digital strategy management and governance, operational planning and performance measurement, and communications in the areas of information and technology services.

DUTIES:

Under the general direction of the designated supervisor, and working within a team structure, this position is responsible for:

  • Supporting the development and implementation of the Digital Strategy including but not limited to on-going governance, schedule and financial management, procurement, reporting, communications and change management.
  • Facilitating workshops and conducting environmental scans and research to inform and facilitate strategy development and on-going currency based on trends and industry advancements.
  • Working with the Enterprise Project Management office and other ITS teams, lead and/or support Digital Strategy initiatives to ensure they are within scope, on-schedule, and within budget.
  • Facilitating the ITS leadership team in the development, maintenance, and status reporting of an annual portfolio operating plan and divisional scorecard to ensure the portfolio delivers value and experiences to the enterprise.
  • Conducting research and preparing background reports, briefing memos, presentation materials to support the Office of the CIO and portfolio operations.
  • Conducting annual IT capability maturity assessments and leading continuous improvement initiatives that increase the maturity of IT capabilities.
  • Coordinating the development, approval, publication and refresh of the ITS documentation framework and associated policies, procedures, standards and guidelines.
  • Supporting employee engagement initiatives to ensure high levels of employee engagement while building and maintaining a strong performance culture, for example the coordination of employee Town Halls and complying with health and safety recommendations.
  • Leading and coordinating cross-portfolio initiatives by:
  • o participating in committee work internally and externally

    o contributing to other activities such as special projects and planning activities

    o contributing to customer experience and service excellence strategies

  • Establishing and managing strong working relationships throughout the portfolio either to collaborate on delivery of key activities or solicit support and buy-in for the projects/programs.
  • Facilitating effective collaboration and communications between the portfolio and key partners across the organization.

  • Requirements

    QUALIFICATIONS:

  • Post-secondary education in the field of Information Technology or Business
  • Ten (10) years’ related experience or an equivalent combination of education, training and experience
  • More than five (5) years of related experience in strategy and/or business management.
  • A Minimum of two (2) years in a leadership role
  • Demonstrated understanding of best practices in public sector digital transformation a strong asset
  • Demonstrated knowledge of the required complex frameworks, standards, methodologies, processes and tools to deliver on objectives or execute operational/program activities
  • Demonstrated excellent analytical, problem solving and decision-making skills
  • Working knowledge of change management and project management
  • Demonstrated ability to form and maintain strong collaborative relationships between internal and external stakeholders
  • Excellent oral and written communication skills with the ability to effectively communicate technical concepts to non-technical people
  • Proven ability to think conceptually, understand the big picture and convey clearly to others
  • Strong organizational, time management, prioritization, and planning skills
  • Proven ability to lead and to supervise staff, with experience developing and fostering teamwork and facilitating team dynamics.
  • Ability to establish and maintain effective working relationships at all levels
