Job Description

Basic Function:

This position has split responsibilities;

  • Assist the Community Emergency Management Coordinator (CEMC) and Norfolk County in meeting their responsibilities under the Emergency Management and Civil Protection Act 1990 by developing, implementing, and maintaining an emergency management program and helping to ensure the community is disaster resilient and that municipal government is able to effectively respond to and mitigate emergencies.
  • Act as the alternate CEMC.
  • Assist the fire prevention bureau in meeting its responsibilities under the Fire Protection and Prevention Act 1997, through inspections and public education.

Position Description:

  • Ensure compliance with regulations establish by the Emergency Management and Civil Protection Act 1990 with a desired outcome of developing disaster resiliency in our communities and lessen human loss in times of emergency.
    • Review and interpret the legislation and regulations to determine and accomplish the needs of Norfolk County to fulfil our legal and moral emergency preparedness obligations
    • Co-ordinate annual review of critical infrastructure for all divisions of Norfolk County
    • Facilitate the yearly hazard identification risk and assessment (HIRA) for Norfolk County.
  • Assist the Community Emergency Management Coordinator (CEMC) in developing components of the community emergency management program
    • Develop a community based emergency program that benefits both the municipality and the citizens of Norfolk County.
    • Create programs and strategies to reflect the municipality’s community emergency management program.
  • Liaise with the community in order to develop partnerships to improve community safety and emergency preparedness
    • Organize and attend meetings with both municipal and community groups.
    • Prepares and provides public education sessions regarding emergency preparedness.
    • Provide guidance and assistance to private sector corporations regarding emergency preparedness and planning.
  • Assist the CEMC in developing and maintaining the Norfolk County emergency response plan
    • By ensuring compliance with legislated legal requirements, to best prepare Norfolk County for potential emergencies, and to assist municipal staff when responding to actual emergencies.
    • By assisting with the annual review of the Norfolk County emergency response plan, appendices and by providing supporting documents for the emergency control group yearly.
  • To comply with Provincial legislation and to better prepare municipal staff to manage and mitigate emergencies.
    • Develop, coordinate and implement training for designated staff with respect to their roles in an emergency and assist the CEMC in developing and conducting annual emergency preparedness exercises.
    • Design relevant emergency scenarios, producing exercise scripts, preparing support literature (maps, data sheets, etc.) and facilitating the exercise proceedings.
    • By developing and presenting training packages for members of the emergency control group as required.
  • Protecting the citizens of Norfolk County by ensuring compliance with the Ontario Fire Code, municipal by-laws etc.
    • Conduct fire and life safety compliance inspections, prepare written inspection reports and perform re-inspections to ensure compliance.
    • By being a provincial offences officer, municipal law enforcement officer and applying appropriate enforcement methods.
  • Conduct fire incident investigations
    • Attempt to determine the origin and cause of all reported fires that occur in Norfolk County as assigned.
    • Request assistance from the Ontario Fire Marshal investigation unit as required.
    • Assist OFM/OPP with prosecution by providing evidence and testimony as required.
  • Maintain and update the municipal Community Risk Assessment as required by legislation
  • To safeguard the residents of Norfolk County by increasing public awareness and knowledge of emergency preparedness, and fire / life safety
    • Assist in investigating, developing and planning educational programs; and to present innovative and effective emergency preparedness educational programs to the public and assist in presenting fire and life safety programs.
    • Help to implement educational programs by attending public functions (fairs, public events, schools and other gatherings) to present public educational programs.
    • Lead a team of fire safety educators, to deliver emergency preparedness education programs in a consistent, professional manner.
